Research
In order for our efforts to be successful, they must first be grounded in solid research. Therefore, it should come as no surprise that our first step is to identify and research potential target municipalities and governmental entities throughout the country. This research will then become the base from which we make further plans as it will allow us to focus our efforts on the places where they will have the most far reaching impact. Target cities will be identified by researching the population declines of cities and counties throughout the country. Target organizations will then be identified by researching community organizing projects, community development corporations, policy based organizations and other community based organizations that would benefit from the program and would be interested in participating in the coalition. We will continue our research endeavors by identifying key elected officials in target jurisdictions and states who can champion this legislation. Members of Congress who represent congressional districts and states that could potentially benefit from the legislation will be initial targets as their support of the legislation is vital. However, we will also need to target members of congress who belong to the committees to which the legislation was referred as we must have the support of these committees to ensure that the legislation comes to vote. These committees include the House Committee on Financial Services and the Senate Committee on Banking, Housing and Urban Affairs.
