I think this bill, if passed, could be a very useful tool to help fix cities&#039; problems.  A tool like this could help cities, already on the mend, such as Chicago, Akron, Pittsburgh, make it all the way back to health.  Cities like Cleveland, Newark, Detroit, will need many more tools in addition to this.</description>
